ABOUT NEMI
NEMI is a not-for-profit organization created in 1981 by the SMWIA and SMACNA. Our mission is to identify emerging markets and employment opportunities, and develop programs to capitalize on them.
Through our affiliation with the Testing, Adjusting and Balancing Bureau (TABB) and the International Certification Board (ICB), NEMI sets the certification standards for the sheet metal and air conditioning industry, creating ANSI-accredited (American National Standards Institute) certification programs for HVAC (heating, ventilating, air conditioning) technicians, supervisors and contractors.
In addition, NEMI identifies opportunities and stays on the leading edge of emerging markets for the sheet metal and air conditioning industry, including:

Anthony Picarazzi serves as the administrator for the National Energy Management Institute. Picarazzi gives direction and provides leadership toward the achievement of the organization’s philosophy, mission, strategy, and its annual goals and objectives. He spearheads and leads visionary programs involving emerging markets in the HVAC marketplace; supervises day-to-day activities of NEMI while providing significant direction and management to staff. He also serves as administrator to NEMI’s Testing, Adjusting and Balancing Bureau. TABB is the first certification program to synchronize all components of the complex HVAC industry and is recognized as a first-rate testing, adjusting and balancing program.
Prior to his position with NEMI, he served as the chief operations officer of the National Center for Energy Management and Building Technologies. As COO, he was responsible for managing the organization’s daily operations by directing and coordinating activities consistent with the tasks set forth by the Department of Energy and other corporate partners; ensured research programs stayed on target and met deadlines; developed policy and strategic plans in accordance with research needs; and managed a multi-million dollar budget adhering to the reporting requirements set forth by the U.S. government.
Picarazzi has also served as an adjunct instructor at the National Labor College in conjunction with serving as the director of education for the Sheet Metal Workers’ International Association. While in that position, Picarazzi was responsible for the development of the curriculum used nationally to train union officers in compliance with federal law, contract negotiations, communications and computer skills.
Picarazzi has extensive experience managing programs that provide training in the design, fabrication, installation, operation and management of building, heating, ventilation, air conditioning and energy management systems. He was a regional coordinator for the National Training Fund for the Sheet Metal Industry and has provided training in HVAC, building inspection, hazardous materials, asbestos removal and computer technology. Picarazzi also served as the business manager and trustee for several funds for the SMWIA. Picarazzi has a bachelor’s degree in labor studies from the National Labor College as well as an associate of applied science degree from Corning Community College.
